The European project RETIME – Urban Adaptation and Alert Solutions for a TIMEly (re)Action is an Innovation Action funded by the Horizon Europe programme, currently running from 2024 to 2028. Coordinated by Iscte – University Instittute of Lisbon, the project brings together 18 European partners, including members from the University of Žilina in Slovakia (UNIZA) and TH Köln in Germany, both partner institutions of the PIONEER Alliance, reinforcing European collaboration in the fields of research, innovation, sustainability and urban resilience.
In addition to Iscte, the University of Žilina (UNIZA) and TH Köln, the RETIME consortium includes several other European partners working in the areas of research, technology, urban innovation, sustainability and public administration. According to the project’s official information, the 18 partners include institutions from Portugal, Slovakia, Spain, Italy, Germany, Luxembourg, Denmark and Estonia.

The consortium also includes SMEs, research centres, public entities and organisations specialising in climate adaptation, engineering, urban planning and territorial resilience.
RETIME aims to develop innovative solutions to support cities and communities in adapting to extreme phenomena associated with climate change, including heatwaves, wildfires, flash floods and other environmental risks. To achieve this, the project is developing a data-driven platform capable of integrating information from weather stations, sensor networks, satellite imagery and automated on-site surveys, enabling the simulation of current impacts and the projection of future climate and environmental risk scenarios.
The project’s innovative approach lies in the use of advanced analytical models combining socio-architectural and environmental studies with data collected remotely and on-site. Among the main solutions currently under development are:
– An automated sensor-based alert system;
– A Digital Building Twin;
– Digital Building Renovation Passport;
– And a decision-support and knowledge-sharing platform focused on urban resilience.
These solutions will be designed and tested in three pilot areas located in Lisbon (Portugal), Žilina (Slovakia) and Tartu (Estonia), enabling the development of adaptable models for different European urban contexts and strengthening cities’ capacity to respond to emergencies and climate-related vulnerabilities.
More recently, RETIME was also featured on the European BUILD UP portal, an initiative of the European Commission dedicated to innovation and sustainability in the construction sector, through an article focusing on the development of Building Renovation Passports within the context of Europe’s energy and climate transition.
