Ecosystem

The PIONEER Alliance has a group of entities whose role, as Associate Partners, is, among other things, to make regular contributions that will be translated into emerging skills needs, new knowledge and reskilling needs for different target groups, in order to support the transition of cities towards more inclusive, safe, resilient and sustainable cities. These partners will also be involved in the operational governance of the Alliance as members of the future Orchestration team.

These entities, as diverse as cities and municipalities, regions, regional agencies, national organisations, European city networks, companies, start-ups, innovation clusters and citizen NGOs, are part of the regional ecosystems for each partner in the sense of working together on issues related to SDG 11.

In Portugal, the Partners are:

Área Metropolitana de Lisboa

The Área Metropolitana de Lisboa (AML) is a Portuguese territorial entity that encompasses 18 municipalities, including the city of Lisbon and other neighboring municipalities. It is the body that coordinates local development policies between the 18 municipalities and the central administration.

Associação Empresarial de Sintra

The Associação Empresarial de Sintra is a non-profit organization that represents and defends the interests of the Sintra business community. With over 80 years of history, AESINTRA's mission is to promote the growth and success of companies in the municipality, as well as contributing to the technical, economic and social development of the region.

Associação Industrial Portuguesa – Câmara de Comércio e Indústria

Represents more than 5,000 direct members and has 43,000 indirect members throughout the country. It plays a leading role in the training and qualification of companies, including in technological fields. AIP will support the assessment of the social impact of digital solutions, particularly with regard to their effects and perception among exporting companies, and will contribute to training, dissemination and networking activities, taking advantage of its vast network of business contacts.

Câmara Municipal da Amadora

The Municipality of Amadora is a Portuguese municipality, located in the Lisbon Metropolitan Area, created in 1979. It covers an area of 23.79 km² and has a population of 171,454 inhabitants. It is known for its development and for being one of the largest cities in terms of population in the Lisbon region.

Câmara Municipal de Lisboa

The Lisbon City Council is the executive body of the municipality and its mission is to define and implement policies that promote development. Lisbon is the capital city of Portugal, incorporated in a metropolitan region with 2.8 million people. Every day, the number of users swells from the 547 thousand residents to 925 thousand people, due to the home-work and home-school pendular movements. The region concentrates a large number of companies, close to 333,000, with a high level of technology and research. This is where over 50% of the country’s total expenditure on R&D is focused. This city with an ancestral history receives over 4 million visitors every year, with over half coming from markets abroad, in particular Spain, Brazil, France, Germany, United Kingdom and Ireland.

Câmara Municipal de Mafra

The Municipality of Mafra is the local authority in this municipality and is responsible for promoting the development of the municipality in all areas of life, such as health, education, social action and housing, the environment and basic sanitation, land use planning and urban planning, transport and communications, public supply, sport and culture, consumer protection and civil protection.

Câmara Municipal de Odivelas

The Municipality of Odivelas, located in the district of Lisbon and in the Lisbon Metropolitan Area, is a relatively new municipality, created in 1998 from parishes that were separated from the municipality of Loures. Odivelas is known for its sociocultural diversity and strategic location, facilitated by important roads that connect it to other areas of the region.

The Câmara Municipal de Sintra is the municipality's local authority and is responsible for promoting the development of the municipality in all areas of life, such as health, education, social action and housing, the environment and basic sanitation, spatial planning and urbanism, transport and communications, public supply, sport and culture, consumer protection and civil protection.

Confederação Portuguesa do Voluntariado

The purpose of the Confederação Portuguesa do Voluntariado is to represent volunteers in Portugal and their organizations, whatever their field of activity, and to help defend their rights and interests.

Federação Portuguesa de Cicloturismo e Utilizadores de Bicicleta

The Federação Portuguesa de Cicloturismo e Utilizadores de Bicicleta  (FPCUB) aims to develop the practice of ecological cyclotourism for leisure, maintenance and tourism, to promote and disseminate, to pursue prevention and road safety through the use of bicycles, to defend and preserve the environment, nature and the natural and built heritage, implement adventure and nature activities with off-road bicycles, represent cycle tourism and related activities internationally and in Portugal, directing and regulating it in our country, and fight for the interests of its members, who are forbidden economic profit as such, with the public administration.

Fundação Portugal com ACNUR

Is a national partner of the United Nations Refugee Agency. Was established in 2021 and aims to raise awareness and funds to support UNHCR's humanitarian aid programmes: nutrition, medical care, potable water and sanitation, education, shelter and basic infrastructure, legal assistance and international protection, among others.

Instituto Nacional para a Reabilitação

The mission of the National Institute for Rehabilitation is to ensure the planning, implementation and coordination of national policies aimed at promoting the rights of persons with disabilities. It is a Public Institute that carries out tasks of the Ministry of Labour, Solidarity and Social Security.
