Rector of Iscte. She holds a PhD in Social and Political Sciences from the European University Institute (Florence). Between 2016 and 2019 she was the dean of the School of Sociology and Public Policy of Iscte and between 2017 and 2019 the president of the European Association ERGOMAS (European Research Group on Military and Society). She served as deputy director of the Portuguese National Defence Institute (2010-2012) and was a Visiting Professor at the University of Georgetown (Department of Government) (2013-2014). Between 2019 and 2022 she directed the National Defence Institute and between 2022 and 2024 she was the Minister of National Defence of Portugal, being the first woman to occupy both positions.
Vice-Rector for the Internationalisation. He holds a PhD in Economics from Bocconi University (Italy), a Master's Degree in Economics and Management of Science and Technology from the Higher Institute of Economics and Management of the Technical University of Lisbon (ISEG/UTL), and a degree in Economics from the same institution. Associate Professor at the Political Economy Department of Iscte - Instituto Universitário de Lisboa, where he has been teaching since 1999 in the areas of International Political Economy, Industrial and Innovation Policy, and Policy Evaluation. He was President of the Board of Ipps-Iscte (Institute for Public and Social Policies) since 2018 and is President of the Installing Committee of the School of Applied Digital Technologies (Iscte-Sintra) since 2022. Between 2008 and the beginning of 2014 he was Coordinator of the Research and Evaluation Centre of the NSRF Observatory. He was Director of Economic Analysis and Forecasting Services of the Office of Strategy and Studies of the Ministry of Economy and Innovation in 2007 and 2008. Member of Dinâmia'CET (Centre for Studies on Socio-economic Change and the Territory). Research interests: structural change and economic development, sectoral dynamics and innovation, and public policies.
Project Manager and Iscte Local Coordinator for the PIONEER Alliance. He holds a PhD in Naval Architecture and Marine Engineering and an MSc in Reliability Engineering and Safety Management. He actively participated in 25 R&D projects, 17 of which EU financed ones. He is author and co-author of more than 100 papers and scientific reports with research focused on Maritime Safety, Risk Assessment, Risk Management, Safety Analysis, Occupational Health and Safety, Marine Engineering, Ports, Human Factors, Accident Analysis, and Mathematical modelling.
PhD in Informatics (2007), is Associate Professor (2021) with habilitation in Information Sciences and Technologies (2020), Information Systems at the Department of Information Science and Technology of Iscte - University Institute of Lisbon. She is the Director of the Information Sciences, Technologies and Architecture Research Centre (ISTAR-Iscte) since 2023 and the Director of the Master programme in Information Systems Management (from 2022 utill March 2025), currently subdirector of this same programme till end of 2025, Department of Information Science and Technology of the University Institute of Lisbon (Iscte), Portugal. She is integrated member of the Information Systems group of the research centre ISTAR. She is member of the Expert Panel of the European Blockchain Observatory and Forum, since 2020.
Bruno Rebelo is a Senior Human Resources Technician at Iscte. Associate Researcher at CIES-Iscte: Centre for Research and Studies in Sociology. He is the Iscte Delegate for the PIONEER Work Package on Transformative Leadership (WP3). Member of the Working Groups ‘Work and organisational practices for a multi-age workforce’ and ‘Career Development in Later Life and Retirement’, within the scope of CA22120 - A European Network to Leverage the Multi-Age Workforce (LeverAge). Professional experience in Human Resources Management in the public, private and social economy sectors. Member of the Work Package Talent Scout & Career Opportunities Strategy (InCities).
She holds a PhD in Computer Studies from the University of Leeds and has been a faculty member at Iscte - University Institute of Lisbon since 2000, where she teaches in the areas of Information Systems, Human-Computer Interaction, and Artificial Intelligence. Her research focuses on AI applications in health and education, and she has led numerous national and international projects, including COST Actions and initiatives like MEM+ for people with Alzheimer. With over 60 publications, including journal articles, book chapters, and conference papers, she has made significant contributions to her field. She has also held leadership roles, such as Director of the IT-Iscte research unit and Coordinator of the Information Technology group. Her teaching excellence is reflected in consistently high student evaluations, and she has supervised multiple master's and doctoral theses.
Since 2020, she has been the co-coordinator of the Research Group on 'Politics and Citizenship' and the Deputy-Director of the Observatory of Democracy and Political Representation (both at CIES-Iscte). She was co-charing the Social Movements RN of the Council of European Studies, being now a board-member. Between 2018 and 2022 she coordinated the FCT funded research project HOPES - HOusing PErspectives and Struggles. Futures of housing movements, policies and dynamics in Lisbon and beyond. Her main areas of interest are social movements, right to the city and to housing, gentrification and tourism, digital activism and participation, protest and politics, democratization.
His key-expertise is Inequality, collective action, well-being, development, elites, and digital society. He holds a Ph.D. in Sociology (since 2011), with a thesis about Social Inequalities and Collective Action in Europe. He is a National Adviser for Horizon Europe, Coordinator of the Thematic Line “Digital Transformation” of the SocioDigital Lab for Public Policy, Member of the General Council of Iscte and of the Editorial Board of “Sociologia, Problemas e Práticas” [Sociology, Problems, and Practices], and Subdirector of the Publisher “Mundos Sociais” [Social Worlds].
Currently working as the coordinator of the Studies, Quality and Sustainability Office at Iscte, and has a master's degree in Sociology. In her career as a public servant, she held positions at the Institute for Educational Assessment (Ministry of Education) and at the General Directorate for the Arts (Ministry of Culture). Her professional areas of interest are strategic planning and quality, administrative modernization, reporting and data communication.
Currently Adviser to the Rectorate's Cabinet at Iscte - University Institute of Lisbon. Is also an Associated Researcher of CIES-Iscte, Center for Research and Studies in Sociology and works as a consultant on education, training, skills development and employment topics, both at local and international levels.
Expert in the topics of lifelong learning systems development, adult education and training, Vocational Education and Training (VET), namely on public policies, policy analysis and system performance monitoring, and digital transformation processes. She holds a PhD in Sociology, by Iscte on Adult Education and Training Policies, 2012, and a Master in Social Sciences by the Social Sciences Institute of the University of Lisbon in 2002 and graduated in Sociology from Iscte, 1997).
She has been working as a Senior Expert on Human Capital Development at the European Training Foundation (ETF) until January 2023. She was Chief Technical Adviser at International Labour Organization (ILO) as an Employment and Skills Specialist, working as the Team Leader and VET Expert of the EU IPA 2010 Project on Human Resources Development in Albania from April 2012 to January 2015 and lastly as senior adviser to the Ministry of Social Welfare and Youth in Albania, from April 2015 to June 2016.
Between 2008 and 2011, she was Vice-president of the National Agency for Qualifications (ANQ, Lisbon, Portugal) – the Portuguese public body responsible for the coordination of education and training public policies in Portugal.
Has been an Associated researcher of CIES-Iscte, since 1998, having as main interest and scientific areas: adult education and training public policies; literacy and competences; social and technological networks; youth, social exclusion, and poverty.
She supported the Government of the Republic of Serbia in the preparation of the Adult Education Law and in the development of Competence Based Curricula (as international consultant of the PBILD project implemented by ILO, 2010-2012). Had also a strong cooperation with UNESCO under the network of cooperation based on the Portuguese Speaking Countries, such as Brazil and Cape Vert.
She was the National Delegate in the Board of Participating Countries of the Program for International Assessment of Adult Competencies (PIAAC), in the OECD, 2008-2011. Expert member of the research team that has developed the ex-ante evaluation of the Portuguese Operational Programme for Human Potential (European Social Fund), 2007-2013.
Was invited Teacher in the Lisbon High-School for Education from 1999 to 2012 and has been collaborating in the Master Education and Society of Iscte, as a key-note speaker from 2002 to 2012.
PIONEER Council
PhD in Sociology, Complutense University of Madrid, 2005. She has coordinated several projects on bi-national couples, transnational families and Chinese immigrants, and she has vastly published on this field.
Since January 2023, she is the local coordinator of the project AspirE, "Decision making of aspiring (re)migrants to/within the EU: The case of labour market-leading migrations from Asia", on the scope of HORIZON-CL2-2022-TRANSFORMATIONS-01. She is Member of the Organizing Committee of the Thematic Section "Migrations, Ethnicity and Racism" of the Portuguese Sociological Association, and she is co-organizing the workshops "Meetings on Chinese Studies and Seminar of Cultural Diversity in Contemporary Families", both at Cies-Iscte.
PhD in Sociology from the State University of Rio de Janeiro in 2020. Assistant Professor in the Department of Social Research Methods at Iscte – University Institute of Lisbon and an Integrated Researcher at CIES‑Iscte, Centre for Research and Studies in Sociology, where he is part of the Research Group Work, Inequalities and Social Welfare and collaborates with the Inequality Observatory. Elected member of the Pedagogical Council of Iscte and of the Pedagogical Committee of Iscte School of Sociology and Public Policy. Co‑Coordinator of the thematic line Inclusion, Equality and Citizenship of the Sociodigital Lab for Public Policy, a laboratory that brings together eight research units of Iscte and aims to promote interdisciplinary approaches that combine social sciences and digital technologies to address complex social challenges and support the design of more effective and inclusive public policies.

Coordinator of the Specialisation Course in Visual Information Communication, since 2015. National coordinator and member of the methods committee of the project World Elite Database. She has developed and participated in various projects, studies, workshops and papers at national and international conferences. Research interests: sampling, robust statistics, data visualisation, employability, well-being and social inequalities.
She teaches courses on Human Resources Management, Organizational Behavior and Work and Organizational Psychology. Holds a Bachelor's degree in Psychology and completed her Master's degree in Social and Organizational Psychology. Earned her PhD in Management with a specialization in Human Resources and Organizational Behavior from Iscte in 2020.
PhD (2009) under the supervision of Kai Koskimies (Tampere University of Technology) e Antónia Lopes (University of Lisbon) in the field of object-oriented frameworks and software product lines.
Currently the research focus is on two main topics:
- Software components and API usability: automated forms of composing and integrating software components (product lines); tool support for using and learning APIs.
- Programming education: pedagogical tools for support teaching and learning of programming; automatic grading systems.
Holds a PhD in Urban Anthropology (International Doctoral Program in Urban Anthropology, Lisbon, Iscte, Tarragona, URV, 2008), She began working on topics related to migrations and social housing, South Asian mobilities and transnationality, and is currently dedicated, in her individual project, to the study of Urban Ethnography in Portugal and ethnographic archives.
